PMOs (often referring to a project management offices) have been a common form of project governance for decades. However, their value is debated and most are short-lived—existing an average of four to six years. Often, their creation and destruction are coincident with management or major business transitions. Three factors appear to be driving their episodic nature—the perceived value of the project office, one or two manager’s experience with project offices at prior companies, and the degree to which the company has external compliance requirements.  This indicates a need to re-assess the charter of PMOs and develop a value driven model that will make them relevant in fast moving, lean businesses.
